The report helps the MOE understand the scoring system used by OSEP to monitor compliance and what areas to work on to ensure compliance.
Monitoring is based on data. The report presents data from Palau's 2022-25 APRs to illustrate this topic. Click on the links to view the different tables.
The tables below explain the Results Accountability Matrix scoring. The RDA score is calculated based on the performance of states and entities on A) student outcomes indicators (results) and B) compliance to IDEA indicators (compliance). Table 2 describes these indicators.

The final calculation is based on a 60%/40% compliance/result weight distribution. That is, the compliance score, as a percentage of the attainable or maximum points, is multiplied by .60 while the results score, also as a percentage of total attainable or maximum points, is multiplied by .4.
As an example of how the 60%/40% rule applies, using Palau’s 2025 data, the Determinations performance is calculated using this formula:
