Each year, the MOE is required to submit its Annual Performance Report (APR) to the Office of Special Education (OSEP) detailing student progress and regulatory compliance. OSEP reviews the APR and provides feedback. The feedback includes three scores: results (student outcomes and progress); compliance (MOE's adherence to laws and regulations); and Results Driven Accountability (RDA, MOE's overall accountability).

- SPP: State Performance Plan (SPP) is a six-year plan outlining a state's efforts to meet the goals of the Individuals with Disabilities Education Act (IDEA)
- APR: the Annual Performance Report (APR) is a yearly report detailing how well the state is achieving those goals by measuring its performance against 17 federal indicators of results and compliance for children with disabilities
- OSEP: Office of Special Education, USDOE
APRs are submitted on the next Feb 1st after the end of each fiscal year. So the APR for FFY2023 (July 1, 2023 to June 30, 2024) are submitted on February 1, 2025.
OSEP reviews the APR and responds at the latest by June of the same year by:
- responding directly in the APR to each indicator
- generating a set of scores based on the APR
- Results: a measure of student outcomes and progress
- Compliance: a measure of MOE's adherence to special education laws and regulations
- Results Driven Accountability (RDA): a combination or results and compliance scores, used to determine MOE's overall accountability
- issuing a determination letter of MOE's standing based on the APR.
