I. Purpose
The purpose of this directive is to strengthen the implementation and monitoring of special education services and to improve student outcomes, as reflected in the Annual Performance Report (APR).
Following an APR results score of zero (0), the Ministry recognizes that existing special education policies and practices have been insufficient to ensure consistent documentation, accountability, and results-based reporting. This directive establishes immediate requirements for service documentation and data collection while comprehensive policy revisions and staff capacity-building efforts are underway.
II. Scope
This directive applies to all special education teachers providing services to students with Individualized Education Programs (IEPs) within the Ministry of Education.
III. Roles and Responsibilities
- The Director of Curriculum and Instruction serves as the authoritative official for special education.
- The Special Education Coordinator, under the Director of Curriculum and Instruction, is responsible for oversight, implementation, monitoring, and technical support related to this directive.
- Special education teachers are transitioning into case manager roles and are expected to assume increasing responsibility for IEP implementation, documentation, and compliance as part of ongoing capacity-building efforts.
IV. Policy Statement
All special education services must be delivered and documented in accordance with each student’s approved IEP. Accurate, consistent service documentation is required to:
- Ensure students receive mandated services;
- Monitor implementation fidelity;
- Generate results data for future APR submissions; and
- Support continuous improvement of the special education system.
V. Required Procedure
All special education teachers shall document services provided to students with IEPs:
- in compliance with the services, frequency, and duration specified in the student’s IEP.
- by entering data into the standardized spreadsheets provided by the MOE and maintained on the shared Google Drive.
- by ensuring that their data entries are complete, timely, and accurate.
- by ensuring that data is entered regularly and accurately, no later than [weekly/daily—insert expectation].
VI. Training and Capacity Building
The Ministry acknowledges that teachers are in the process of being promoted into case manager roles. Ongoing on-site capacity building and additional trainings will be provided to support:
- Effective IEP implementation;
- Accurate service documentation;
- Results-based data collection; and
- Understanding of APR requirements.
Teachers are expected to participate in required trainings and apply learned practices to their daily work.
VII. Relationship to Existing and Future Policy
This directive serves as an interim addendum to the special education policy manual. It remains in effect until superseded by revised and formally adopted special education policies.
VIII. Compliance
Failure to follow this directive may result in corrective action, additional supervision, or required retraining, consistent with applicable administrative procedures.
