MOE is adopting the IDEA Part B CIID Data Submission Organizer as completed by WestEd (MOE Consultant) and Rilla. This will replace SEDS Protocol which is the current data manual.
IDEA Part B Data Submission Organizer This organizer helps state teams keep track of data elements, action items, deadlines, and team member responsibilities for submitting IDEA Part B EDFacts files all in one place. The organizer provides a yearly calendar to benchmark annual events as well as a separate worksheet for each IDEA Part B data collection.
Who should use this resource? This resource helps Part B Data Managers, EDFacts Coordinators and other special ed and IT staff manage timelines and workflow. It can be used by all Generate team members to communicate and document activities necessary for submission of Part B IDEA EDFacts files and to provide a transparent and current snapshot of progress toward articulated deadlines.
What does the resource contain? This planner contains a tab for each IDEA Part B data collection, a calendar tab, and a data file reference tab. The calendar tab has sections for each month to document high-level events and tasks for data collections across a calendar year. The data file reference tab is pre-filled with State Performance Plan/Annual Performance Report (SPP/APR) indicators and EDFacts file numbers to document the data steward, source system, and table names where data are stored for each data collection.
How should the resource be used? As part of the CIID Data Integration Toolkit Step 5, Task 2, state teams should work together to complete each tab of the Organizer after Generate has been implemented. Teams should complete each IDEA Part B data collection tab with brief, step-by-step information on how the state collects, verifies and submits each data collection. Teams can also add tabs for non-IDEA Part B files. The Organizer can be used as a planning tool and annual checklist to help state staff complete each step necessary for data collection and submission. It should be reviewed and updated each year as part of a well ordered data management routine.
