SECTION XVIII: STATE ADVISORY PANEL
Policy Statement
The MOE maintains a special education advisory panel, appointed by the President, or other official authorized under Republic laws to make such appointments, which is representative of the population, and which provides policy guidance with respect to special education and related services provided children with disabilities in ROP. The advisory committee maintains an active role in Palau in guiding the future of educational programming for infants, toddlers, children and youth with disabilities.
A. Implementation Procedures
The membership of the Advisory Panel is composed of persons concerned with the education of children with disabilities including as applicable:

parents of children with disabilities (ages birth through 26);

individuals with disabilities;

teachers;
-
representatives of institutes of higher education that prepare special education personnel;

education officials;
-
administrators of programs for children with disabilities;

representatives of other agencies involved in the delivery of related services;

representatives of private schools;
-
at least one representative of a vocational, community, or business organization concerned with the provision of transition services to children with disabilities; and
-
a representative from juvenile or adult corrections.
A majority of the members of the Advisory Panel must be individuals with disabilities or parents of children with disabilities.
B. Advisory Panel Duties

Advise the MOE of unmet needs within Palau on the education of children with disabilities.

Comment publicly on the Special Education policies and rules or regulations proposed by the Republic regarding the education of children with disabilities.

Advise the MOE in developing evaluations and reporting on annual data submitted to the US Department of Education under IDEA ‘04.

Advise the MOE in developing corrective action plans to address findings identified in Federal monitoring reports under Part B of IDEA ‘04.

Advise the MOE in developing and implementing policies relating to the coordination of services for children with disabilities.
